Our risk-based framework is published in important, peer-reviewed journals: Risk Analysis and Journal of Policy Analysis and Management, and it was included in our 2018 book, How Safe is Safe Enough? Measuring and Assessing Aviation Security. We systematically and transparently apply standard risk-analytic and cost-benefit methods, ones that are routinely applied throughout the world. We use the standard definition of risk adopted by the DHS and TSA where the reduction in risk is the degree to which the security measure foils, deters, disrupts, or protects against a terrorist attack. A security measure is cost-effective when the benefit of the measure outweighs the costs of providing the security measures. Our results are based on robust systems reliability analysis and cost-benefit assessments. We find that secondary cockpit barriers are highly costeffective: Very effective: The secondary barrier reduces risk by up to 15%. Total risk reduction from all layers of aviation security then exceeds 99%. ; Modest cost of only $5 million per year for entire US commercial airline fleet. ; $10,000 each annualised for 6,000 aircraft over 15-20 year service life. ; Break-even analysis shows that even if there were only one terrorist hijacking attack in a thousand years (annual attack probability of 0.1%) and the terrorists arrived at the airport undeterred and undetected, secondary barriers would still be cost-effective. ; The benefit-to-cost ratio is a high 41 – $1 of cost buys $41 of benefit (lives saved, damage averted. ; Cost effective even if risk reduction is reduced by a factor of ten and costs quadruple.]]> Tue 07 Jan 2020 16:28:44 AEDT ]]> International Survey of Catholic Women: Analysis and Report of Findings https://nova.newcastle.edu.au/vital/access/ /manager/Repository/uon:48018 ISCW: Analysis and report of key findings is based on the survey findings drawn from 17,200 responses from women in 104 countries. The survey instrument was available in 8 languages – English, Spanish, German, Italian, French, Polish, Mandarin, and Portuguese. The report outlines the central findings and recommendations of the survey. A strength of the ISCW is that it captured the complex diversity, insights, and shared concerns of thousands of Catholic women from around the world. Respondents came from a wide range of countries and language groups. They held diverse standpoints which often reflected the cultural and communal contexts within which their Catholic faith is experienced and practised. The project uses Aboriginal and Torres Strait Islander ‘ways of knowing and learning’ as research methods in the form of ‘Aboriginal Standpoints’, including traditional language, oral narratives, lived experiences, art and artefact making. In-depth understanding and appreciation of ‘Aboriginal Standpoints’ through ‘yarning’ as a method of inquiry has been integral to adding to the educators’ understanding of teaching for equity. Yunkaporta (2009) defines yarning as a dialogue, meeting or discussion. It should be acknowledged that yarning can vary depending on the individual context and Aboriginal community involved. Through yarning, this project established a deeper appreciation of the importance Aboriginal students’ cultural, social and emotional experiences can have on teaching practice and Aboriginal student perceptions of the higher education environment. Methodological approaches of collaborative dialogical inquiry and appreciative inquiry were used in a complementary way with Aboriginal Standpoints to grapple with higher education student and educator experiences and perceptions of each other to bring about new ways of knowing and learning. Yearning to Yarn has established that integrating new ways of knowing and learning in teaching practice, such as a deeper understanding of the Aboriginal cultural notions of yarning, is not straightforward (in literature and from the conversation). However, it is integral to constructing an understanding of the Aboriginal student’s experience in higher education. Yearning to Yarn explores barriers to equity and inclusivity in higher education with the potential perception that Aboriginal Standpoints are introduced as the antithesis of Western organisational efficiency. Aboriginal Standpoints required us to consider “What makes it what it is for us?” and “How can we create space and time for it?” within broader institutional higher educational structures as an accepted practice in teaching and policy development. Yearning to Yarn enabled us to ask constructive questions of institutional thinking on inclusive and equity teaching principles embedded in policy to explore the question “what happens next?” – concerning yarning policy off the bookshelf, moving from policy to praxis and seeking the embodiment of the intentions behind institutional policy on equity and inclusivity.
